Associations, public events and gatherings: Public events and rallies

The organiser of a public meeting or event is obliged to report it to the police.

The organiser of a public gathering or public event is obliged to report the public gathering or public event to the police, or, in certain cases where there are circumstances which could endanger the safety or rights of others, the organiser must apply for permission from the administrative unit.

Registration of a public event or assembly

Application for registering a public event or assembly with the police station with territorial competence. The organiser is required to register the assembly/event at least three days before the day of the assembly or at least five days before the day of the event with the police station or police department or police office in the area where the assembly or event is being organised.

A public meeting is any organised assembly of persons for the purpose of expressing opinions and views on questions of public or general interest, whether in the open air or in a closed place to which everyone is admitted.

A public event is any organised gathering of persons for the purpose of carrying out cultural, sporting, entertainment, educational, religious or other activities in such a way that participation is open to everyone, either unconditionally or under certain conditions.


The licence is required for:

  • rallies or events on a public road, if they constitute an extraordinary use of the road,
  • international sporting events and member competitions in team sports, provided that at least one club of the first national league participates,
  • events involving the use of open flames or objects or devices which may endanger human life or health or property,
  • events where more than 3000 participants are expected,
  • events where there is a risk of drowning,
  • events involving the gathering of animals.


A public event permit may be issued for several events of the same type for a period to be determined by the competent authority, not exceeding 6 months. If the organiser of the meeting or event fails to comply with the measures laid down in the permit, the competent authority shall revoke the permit.


It is forbidden to organise meetings or events with the intention of committing or inciting the commission of criminal offences, or with the intention of causing violence, disturbing the peace or obstructing public traffic. It shall be prohibited to organise open-air meetings or events in the immediate vicinity of buildings protected under special regulations, if the meeting or event could interfere with the protection of those buildings.


The competent authority shall prohibit a meeting or event in the following cases:

  • where the organiser has failed to demonstrate that sufficient measures have been taken to ensure order, the safety of life and health of participants and other persons, the safety of property, the safety of public transport, the protection of the environment, the integrity of installations or the safe use of objects which may endanger human life, health or property,
  • if the use of the venue is prohibited by a decision of a public authority,
  • if the Minister responsible for health, within the limits of the powers laid down by law, prohibits the assembly of people in certain public places.
