Personal documents, certificates, change of residence: Designating an electronic address for service

An electronic address for service is an address for service of documents in electronic form. An integral part of the email address for service is also the mobile phone number to which the individual receives and from which they send short notifications concerning service (e-acknowledgement of receipt).

An individual may have only one email address for service and one mobile phone number for service. The designation of the email address for service is voluntary and subject to the individual’s decision.

Application for designating, changing or cancellation of electronic address for service

In addition to the address for service (which is the address of the individual’s permanent or temporary residence, consisting of the municipality, town, street with house number and suffix, and flat number), the individual has the option of designating an electronic address for service. The electronic address for service can consist of only one email address for service and one mobile phone number for service.
Possible manners of submission:
  • electronic
  • by mail
  • personally

A person with legal capacity may provide the competent authority with their email address for service and their mobile phone number at the time of registration of permanent or temporary residence or at any time, even if they do not change their place of residence.

If a person with legal capacity does not have their own email address or mobile phone number, they may provide the email address and mobile phone number of a person whom they thereby authorise to receive and send these notifications (person authorised for e-acknowledgement of receipt) and such a person’s consent. The provisions of the Act governing the general administrative procedure applies correspondingly as regards the method of authorisation, the termination of authorisation, and the grounds for the exclusion of an official.

A person with legal capacity must report to the competent authority any changes relating to the validity of their email address for service or mobile phone number for service.

The Register of Permanent Residents keeps the following data on the electronic address for service:

  • email address,
  • mobile phone number,
  • on the authorised person: surname and forename; personal identification number or date of birth, if the personal identification number has not been assigned; address of the person authorised for e-acknowledgement of receipt; and consent of the person authorised for e-acknowledgement of receipt,
  • the date of establishment and correction of this data.
